UN Statistical Commission - statement by CEO, Statistics Norway

3/4/2009 // ”Thank you Chair, I like to start by expressing my strong support to the proposed ICP governance structure and the work program for 2009. The World Bank paper gives in my opinion a good picture of the challenges ahead and the initiatives needed to improve further the overall functioning of the ICP.

The proposed governance structure is based on the 2005 round, which has proven to be quite successful. A number of principal and practical issues have been discussed and elaborated over the last year, with a view to strengthen the interplay between structures at national, regional and the global level. The proposed plans take due account of the recommendations made by the Friends of the Chair.

As emphasized by the 39th UNSC, the ICP should immediately start the preparations for the 2011 round, to keep up momentum. The work program for 2009 presented in the report reflects this ambition.
The Interim Exectutive Board discussions have underlined the importance of the active interaction with stakeholders and users. Outreach activities will be expanded, and a first user conference is prepared for 2010. I would also like to emphasize the importance of building competence and capacity –on national and regional levels. This is a key issue for the success of future rounds.

Finally, I like to take this opportunity to thank participants of the Interim Executive Board for their efforts and contributions over the last 12 months. As convener of the Friends of the Chair Group and chair of the Interim Executive Board I have been able to draw on your time and competence in the process of providing guidance to refining the new governance structure and the future development of the ICP.
