On the topic of our discussion today, Norway remains open to the idea of enlargement in both the permanent and non-permanent category. However, we maintain that the right of veto should not be extended to new members regardless of category.
On the idea of an interim solution creating a third category of seats that has often been brought up in our discussions, Norway is ready to assess interim solutions that would allow for the testing of various models as long as they contain a clear review clause.
Smaller states form the majority of the membership of the United Nations. In accordance with the basic principles of universal representation in the UN, serving on the Security Council is and should remain a privilege for all member states. Reducing the Security Council even further to a forum for dominating regional powers would undermine the credibility and legitimacy of this important body. It is therefore important to ensure that any reform does not in any way reduce the representation of smaller states in the Security Council.
Norway remains committed to engaging actively and constructively to advance the reform of the Security Council. We look forward to making tangible progress under your able guidance.
