Norway welcomes the introduction of the Secretary-General’s report on Special Political Missions and the subsequent report of the Advisory Committee on Administrative and Budgetary Questions.
U.N. Special Political Missions and the good offices of the Secretary-General play an important role in the maintenance of international peace and security. Negotiation, enquiry, mediation, conciliation and cooperation with regional organisations are indispensable tools in preventing and solving conflicts. We support the efforts of the Secretary-General in using these tools to maintain international peace and security.
Norway attaches particular importance to the United Nations Assistance Mission in Afghanistan. UNAMA supports the Government and people of Afghanistan, as they rebuild their country. With a mandate from the Security Council, UNAMA also enjoys the unanimous support of the General Assembly, as recently expressed in General Assembly Resolution 63/18 on “The situation on Afghanistan”. The General Assembly encouraged UNAMA “to consolidate its presence and to continue its expansion”. We therefore welcome the conclusion of the ACABQ that the staffing increases proposed for 2009 respond to these priorities, as contained in Security Council Resolution 1806 (2008) and the Paris Declaration of 12 June 2008". We look forward to a substantive discussion on the United Nations Assistance Mission to Afghanistan and on other Special Political Missions.
