Counsellor Åsmund Eriksen gave the Norwegian statement on the scope and application of universal jurisdiction in the 6th Committee on 20 October 2009. The term 'universal jurisdiction' refers to a state's ability to undertake criminal proceedings against a foreign national, for an alleged crime committed outside the country. Norway believes that universal jurisdiction is an important element in the fight against impunity.
